Ang dambanang ito ay para sa Pilipinong hacker na si Onel de Guzman, dating miyembro ng grupong GRAMMERsoft, ang umaming tagalikha ng ILOVEYOU virus[1], at pangunahing suspek sa imbestigasyon ng NBI noong taong 2000.[2]
Ang virus na ginawa ni Onel umano para magnakaw ng mga password upang magkaroon ng akses sa "libreng" internet ay sinasabing nagdulot ng pinsalang aabot sa $10 bilyon. Made in Pandacan, Manila. Ang mga files ng mga biktima ng virus ay na-rename at nabura.
Kabilang sa mga napinsala ng virus ay mga malalaking korporasyon kasama ang AT&T, Ford Motor Company, mga malalaking bangko, mga eskwelahan, mga internasyonal na ahensya kasama ang International Monetary Fund, at mga pederal na ahensya ng Estados Unidos kasama ang Central Intelligence Agency (CIA), ang Immigration and Naturalization Service, at ang Department of Defense.[3]
Ayon sa isang pahayag sa US Senate: "We do not have a basis for commenting on overall loss. While press reports are full of anecdotal accounts from disparate sectors of the economy, it is difficult to reliably and precisely estimate factors such as loss of productivity, lost opportunity costs, reductions in customer confidence, slow down of technical staff, and loss of information."[4]
Si Onel ay naligtas sa kaparusahan dahil wala pa noong batas patungkol sa ganitong klaseng "krimen." Pinagbunyi naman ng isang kolumnista si Onel de Guzman sa The Philippine Star noong taong iyon: "Hey, here is a Filipino genius who has put the Philippines on the world map." Dagdag niya, "And who has proven that the Filipino has the creativity and ingenuity to turn, for better or for worse, the world upside down."[5]
